This decal is made of permanent long lasting high quality vinyl.  There is a white background just like the photo shows.  The white border goes about 1/4 inch around the entire design.  
 
The size is 5 inches wide by 6 inches tall.  This would be ideal for vehicles with dark windows as it will stand out to be seen.
